Kent's event geography is unusually open, and that changes the shape of the problem. The showground at Detling sits on a large site with multiple approaches and a long perimeter. The coastal calendar at Margate, Folkestone, Ramsgate and Whitstable runs on seafronts where there is often no fixed boundary at all, only access points reachable from any direction. Canterbury is the opposite challenge. A compact cathedral precinct and two university campuses in a small city centre, where a demonstration and an event can end up within fifty metres of each other. Rochester and Sandwich have the same compression. Add the M20 and M2 running the length of the county and you have somewhere organised groups can reach, protest at and leave from inside a single day.

Why Most Protest Plans Stop Working on the Day

The plan almost never fails because the security team was under-strength. It fails because it was written for the protest the organiser was told about. Then the numbers are double what was indicated. Or a second unconnected group turns up. Or the demonstration moves fifty metres to a gate nobody designated, and the buffer zone that worked on the site plan now sits across an emergency route. Stewards briefed thoroughly on crowd flow often have no brief at all on how to speak to a demonstrator. So the first conversation of the day gets had by whoever happens to be standing there. That gap between the plan and the ground is where protest situations escalate. Almost none of it is about officer numbers.

The Four Things Protestor Management Comes Down To

Every protestor management in Kent deployment is built from four things. Risk assessments and planning. Crowd control and flow management. Buffer zone creation. Emergency preparedness. The weighting changes considerably between a county show and a city centre ceremony. Risk Assessments and Planning

We evaluate the potential protest risks at your event and produce action plans for each scenario, including the ones nobody has announced.

In Kent that assessment has a particular feature, which is reach. Proximity to London and the M20 and M2 corridors puts a Kent event within range of organised national campaign groups, so numbers are harder to predict and activity is more likely to be publicised in advance.

On the open coastal sites the assessment concentrates on approaches rather than perimeter, because you cannot hold a promenade the way you can hold a fence line. At the larger showgrounds it is the reverse, and the work is deciding which of the many access points matter.

Crowd Control and Flow Management

This is keeping attendees safe by maintaining an organised flow of people, avoiding congestion and preventing clashes.

In the historic city and town centres the street pattern means an event crowd and a demonstration share the same narrow routes, so the work is separation and timing rather than volume. On the seafronts the problem inverts. Plenty of room, but no natural channelling, so flow has to be created rather than managed.

Buffer Zone Creation

We establish clear boundaries separating protest activity from the event without infringing on lawful demonstration. This is the part organisers most often get wrong, and they get it wrong in both directions.

Too tight and you have created a confrontation, and frequently a story. Too loose and the demonstration ends up across an entrance or an emergency route.

On a Kent seafront a workable buffer zone usually has to be built from stewards and signage rather than barriers, because there is nothing to anchor to. In the compact centres it is often a question of which of two routes the event uses, decided a week out rather than on the morning.
